A conference at “Amman Arab University” calls for Increasing Penalties for Forms of Crimes against Human Beings via the Internet

Under the patronage of His Excellency Mr. Mazen Al-Faraya, Minister of the Interior, and his representative, Dr. Firas Abu Qaoud, Governor of Balqa, opened the peer-reviewed international scientific conference at Amman Arab University entitled (Human Trafficking via the Internet, Reality and Challenges), with wide international participation, in the presence of the President of the University, Professor . Mohammad Al-Widyan and a number of, Excellences, and representatives of the local community and security services in Jordan and some other countries.

Dr. Abu Qaoud began his speech by saying that Jordan and Palestine are like an eye and its eyelash, and our people in Palestine cannot be dispensed with. He said that the Internet and technological development are a double-edged sword, and it contains useful things that will greatly benefit us, if we use technology well, but at the same time, it also has a lot among the disadvantages and problems at times, such as human trafficking gangs exploiting them to carry out their criminal operations via the Internet due to the absence of traditional physical and geographical restrictions.The access to personal information that is exploited against victims has become very easy, and at the same time this matter is considered extremely difficult for law enforcement agencies in all countries, especially when the planning is in one country, the victim is in another country, and the client is in a third country.

He stated that the crime of human trafficking is evolving, and those responsible for it are working to develop their methods. Countries are working to try to limit this crime, which is inconsistent with human values. Therefore, our Hashemite Kingdom of Jordan has worked to develop its legislation to combat this crime, considering it a crime against humanity. In 2021, the law amending the Trafficking Prevention Law was issued. Human Rights for the year 2009 to keep pace with international standards, in which protection for victims was strengthened and penalties for perpetrators of crimes were increased to achieve general and private deterrence.

The scope of criminalization has also been expanded, as new forms of crimes have been criminalized, including considering begging a form of exploitation that constitutes the crime of human trafficking, in addition to tightening penalties in a way that ensures retaliation against perpetrators and justice for victims in a fair and effective manner, as the Ministry of Interior has taken it upon itself to develop its tools to combat This crime, and the Public Security Directorate works through the Anti-Human Trafficking Unit and the Anti-Electronic Crimes Unit in the Criminal Investigation Department in this context, where cooperation and coordination take place between these two units in any cases or suspicions of human trafficking, and the use of social media and the Internet is considered in the event of publications or Suspicion of human trafficking and treating it as a crime scene.

In turn, the President of Amman Arab University, Professor. Mohammad Al-Widyan, said that holding this conference came from the university’s vision and its sustainable mission in serving local, regional and global humanitarian issues, and its importance comes from the direct contact this dangerous phenomenon has with communities and individuals, specifically those who fall victim to it, and its intersection with conventions. And international and national human rights legislation and laws, not to mention that it is a phenomenon that violates the sanctity and dignity of the human being, which the heavenly laws called for to preserve and preserve their dignity.

Prof.Al-Widyan added that the world is witnessing a digital movement and an accelerating technological revolution and faces many challenges, the most important of which is the technical challenge brought about by the Fifth Industrial Revolution, which focuses on artificial intelligence and reliance on technology, which is expected to bring about a qualitative transition in human civilization, and that the world will witness a digital transformation in all its fields, and with the expansion of... The Internet and the necessity of its availability have been used as a global electronic means in the phenomenon of human trafficking, as the digital world has witnessed increasing cases of human trafficking crimes committed by persons and entities amounting to organized crime.

For his part, the head of the conference’s preparatory committee, Professor. Dhaher Al-Qurashi, said that the conference included a number of local and international researchers with high scientific qualifications and international experience. He added that the conference includes eight specialized topics in multiple fields.
