Point of View in Instructions for Joint and Hosted Academic Program Agreements

Jordanian public and private universities are interested in contracting into partnership agreements for academic programs for various degrees in the light of their academic directions and strategic plans, with the aim of benefiting from the experiences and expertise of regional and international universities based on the world academic and research.
For this purpose, there are regulating instructions issued by the Ministry of Higher Education and Scientific Research and the Commission for Accreditation of Higher Education Institutions and Quality Assurance, which aim to organize and control these partnerships agreements within specific conditions, as they are official bodies responsible for higher education institutions. To fulfill this requirement, which is represented by the fact that the non-Jordanian university is among the five hundred universities ranked globally according to the international academic classifications and known to all, which stopped the management of Jordanian universities and those interested in establishing academic partnerships with regional and international universities, which carries with a number of questions related to the classification and ranking of our universities, which were recently shown by the international ranking institutions, which we do not see as being among the five hundred universities globally except for one public university on the Times classification for the year 2022, which makes the university administration perplexed to fulfill this condition, for example, and not to limit it, and this will therefore deprive universities of its attempts as independent academic institutions as provided by the higher education of Jordanian universities law , which will be denied for thinking about contracting a partnership agreements for academic programs in order to achieve their educational vision and mission under the current instructions.
The issue of academic partnerships is an important episode and deserves to be discussed as one of the scientific options for universities to benefit from the experiences and expertise of regional and international universities, and that it is not subject to classification for a category of difficult international universities, but rather the issue is keeping pace with scientific developments towards the world, which has become one of the keys to transformation towards global.
Accordingly, we see and look forward that this topic will be the subject of interest and a comprehensive review of the terms of the instructions to come up with more flexible and objective instructions that are commensurate with the vision and aspirations of universities, taking into account their circumstances, which are not hidden from anyone by giving them opportunities to try so that they can find a place for them in light of the so-called internationalization of education and competitiveness and we are in the third millennium which has dazzled the world with its data and events and the changes and liberation we are witnessing at various levels, including the higher education sector, which everyone attaches to the outputs of universities, with the need to give our cherished universities a space of freedom to conclude partnership agreements for academic programs they deem appropriate and studied and with recognized universities it is prestigious and has a standing far from the harshness of some conditions, which universities and those interested in university academic affairs.
